K dude, since you're making a semi-stats system I'll list my ideas here (didn't know where else to do it). Hopefully you'll like them and maybe implement some of them.

Character Basics, the Stat System

Although in RP battles the quality of the post takes priority, a stat system is added to serve as a guideline for what something is or isn't within the limits of some ninja.

A ninja's capabilities are represented by 4 Physical Stats(PS) (Stamina(Stm), Strength(Str), Agility(Agl) and Perception(Prc)) and 4 Knowledge Stats (Taijutsu(Tai), Ninjutsu(Nin), Genjutsu(Gen) and Kekke Genkai(KG) if he has one). In case they aren't obvious the spoiler below explains each stat in greater detail:
Spoiler:
FAQ: How do I improve a ninja's stats?
As you train, role play, complete missions, defeat enemies, ect... your ninja gains experience points (EXP). Just like in video RPG games, once it has enough EXP the ninja "levels up" and gains an additional 10 PS and 5 KS. You can put the new points all on 1 stat or spread them around, it's your choice.

Ninjas are human (powerful humans, but still human) which is why each PS stat has a cap of 150 points and each KS stat a cap of 100 points. Bonus stats from equipment/jutsus/skills/ect... doesn't count towards the cap. When you first create your ninja you start at level 0 and all your stats are 0.

FAQ: How do I gain EXP exactly?
1) Once per week you can open a training topic 400~500 words. Based on quality (yes quality not quantity. I don't want a 10 paged essay) a mod/admin will award you 1~6 EXP. Training with a sensei, teammate, special gear or in special training grounds can greatly increase the EXP you earn.
2) Once per week you can ask a mod to evaluate a topic where you RPed just for fun (hanging out with friends, exploring the village, taking a walk, ect...). He will reward 1~3 EXP.

You can also obtain EXP by completing missions and killing/capturing enemy ninja. It's a much faster, but more dangerous way of earning EXP:

Money, the true power

To avoid confusion, we will use money (Ryō) as the universal currency for "buying" (figuratively speak) canon or invent custom jutsus, weapons, armor, items, clans, ect...

FAQ: How do I earn money?
Being a full time Ninja is a job just like any other which means you get salary. Every week you receive money based on your rank from your Kage or village council. Kages and Village councils reserve the right to withhold money from inactive members or award extra money to exceptional ninja. Weekly payments:
Spoiler:
A much faster, but more dangerous way of obtaining money is by completing missions):
Spoiler:
FAQ: So how do I "buy" stuff with money?
Go to your village's shinobi shop (black market for missing nin), read the list of available stuff, decide which you want to buy then open a topic and list the stuff you want. A mod will subtract the money from your account and add the stuff you bought to your profile. Simple. The same goes with custom stuff except you have to open the topic in the Custom Creation so that they can be approved first.

Below is a list of the standard cost for jutsus (custom stuff tend to be more expensive though). Prices for equipment varies too much to be generalized.
Spoiler:
If the one running your ninja village is good at his job, stuff in the shinobi shop will probably be cheaper. Inventing custom stuff will probably be cheaper too.
NOTE: There is no limit to how many jutsus a ninja can have (Kakashi supposedly knows 1000), but there is a limit to how much equipment you can carry. The rest you'll have to leave at home.

Missions and Ninja Ranks

If you want a mission go to your village's missions section. There you'll find a list of available missions, pick one, post that you're taking it and start RPing.

If you don't like the choice you can create your own mission, just open a request topic in your village's mission section. The mission will have to be approved by the staff before you can start it. The reason for this is to prevent people from spamming high level mission that have easy objectives. This is what a mission looks like:
Spoiler:
Also, sometimes a kage may order you to take a mission (even if you don't feel like doing one at the time). You'd better accept it or suffer his wrath.

Missions don't have a minimum word count rule, you just need to complete the objectives. The only exception to this rule is D rank missions, since they only need 1 topic to be completed. For them the word count should be 400~500 words.

The rewards for successfully completing missions is as follows:
Spoiler:
Solo missions are allowed but if multiple PC ninja complete a mission they have to split the rewards. The kage or council may award extra money for a job well done. No more than 1 ninja team may be sent on a mission. A ninja team can only have 1 leader and there can't be more than 3 PC ninja on 1 team. The only exceptions to this rule is when a sensei is assigned to watch over 3 low level genin.

Please remember that missions are [important] topics so you can't start a new mission before the current one is finished. An exception to this rule is if a high rank mission is taking way too long to complete (usually because of lazy members). In such a case you may request another low rank (D or possibly C) no-risk-involved mission in a [casual] topic. The timeline of the low level mission will be treated as if it had happened before the high ranked one.

A FRIENDLY WARNING
B, A and S rank missions are particularly difficult so don't take them lightly (the chances of running into an enemy PC ninja is very, very high).

NINJA RANKS
I think ninja ranks should just be titles, not a reflection of a ninja's combat power (Naruto is a genin yet he's one of the strongest ninja out there). We should leave the ranking system up to the councils of each village. How they want to promote their own ninja, what kind of tests they deem worthy, is their own business (they are the ones who have to pay them after all).

How to fight! [Extremely Super Important]

RP battles are conducted like in any other Naruto RP site. Each side takes turns posting an exciting short story explaining what their character do and in the process are careful not to GM or otherwise cheat. At the end of the post they put in a spoiler the definitions of all the jutsus they used and other important stuff that need mentioning.

However, even with stats serving as guidelines, it's not always easy to RP without accidentally cheating. Battles are based on using "common sense" but not everyone shares the same concept of what's "common sense". To prevent this I've added a few extra rules that will inhibit GM and cheating.

Unlimited Chakra?
To avoid people acting as if their ninja have unlimited chakra (thus spam high level jutsus), each jutsu has a Stamina cost which is subtracted from that ninja's Stamina stat and when the Stamina stat becomes 0 that ninja can no longer cast jutsus.

Freezing Time?
There has always been an issue of people performing WAY TOO MANY actions in 1 post (you have to remember than in real life 1 post is suppose to last only 10 to 20 seconds). Here, the number of actions a ninja can perform in 1 post is measured with Battle Points (BP for short). Like with stamina cost, each jutsu will cost a certain amount of BP (Example: throwing a Kunai=1 BP, casting a C rank ninjutsu=4 BP, ect...). Unlike Stamina, BP is refreshed at the start of every post. Whether because of experience, skill or just plain nerves, it's logical to assume that veteran ninja could perform more actions than newbie ninjas. For this reason ninja with a higher level will get more BP each post compared to those with a lower level. NOTE: More BP doesn't more time, it just means that ninja with more BP are able to perform more action within the same time frame (those hypothetical 10~20 seconds) as a ninja with fewer BP. Anime-like halting time to make a dialogue or some such in which no one is really doing anything, is considered "dead time" and doesn't cost BP or influence the battle or anything.
Spoiler:
All basic actions cost 1 BP and 1 Stamina each. Jutsus will have their costs listed upon themselves like this:

Name: (the name of the jutsu)
Rank: (D, C, B, A or S)
Type: (Tai, nin, genjutsu, KG, ect...)
Requirements: (what, if anything, you need in order to learn or cast this jutsu)
BP cost: (how much BP this costs)
Stamina cost: (how much chakra this jutsu costs)
Description: (explains in great detail what the jutsu does)

I just cast 10 S rank jutsus! Me? Tired? Why would I be tired?
Ninjas are human, not the bunnies of the "we just keep going and going" commercial. As a ninja casts jutsus and depletes his Stamina pool, he grows more and more tired and we all know that when a man is tired he becomes weaker. Which is why once Stamina drops below 90%, for each additional 10% decrease, his other stats are also decreased by 10% and he loses 1 BP each post. Regardless of how bad exhaustion gets, the available BP can't go below half of the maximum provided by your ninja level. Getting wounded in battle also counts as an exhaustion penalty (due to the pain and/or blood loss). Being lightly/moderately/badly/mortally wounded counts as 10/20/40/80% exhaustion.

Fighting fair, fighting fast!
Battles in [important] topics need to be quick and dynamic, not drawn out for weeks or months. Which is why every 6th post a mod/admin with check the progress of the battle. He will read each post to check its quality, check each ninja's profile to see their stats, and then pass judgement. If the battle was conducted fairly, with nether side GMing, cheating or unrealistically making their characters stronger than they are (like dodging everything even though their Agility stat is low), he will post "All is well, continue as you were". If something in the battle was amiss he can also pass a different judgement such as "Ninja [insert name] should have been lightly/moderately/badly/mortally wounded" and the battle will have to continue as if said ninja really was injured in some of the previous posts. In cases of obvious cheating an admin/mod can simply kill the guilty ninja and close the topic if need be.

[Important] topics don't stop just because someone "can't come to the phone right now". If a member with a ninja in an [important] topic doesn't post within 24 hours, the kage of his village (or someone from the village council) will RP for him. If the member announced that he won't be active due to personal reasons, then he can choose who will RP with his character in his place (preferably someone he trusts).

OH MY GOD I DIED!

Yeah it happens, but don't worry, death isn't so bad here.

The number 1 reasons for cheating in RPs is because people don't want to lose their characters, since it's usually a royal pain in the ass to create a new one from scratch. For this reason, if on this forum a ninja dies that member's next ninja will 'inherit' (figuratively speaking) some of the money and EXP of the previous ninja. (NOTE: When you die, half of the money you spent on jutsu, skills and unequipped equipment is refunded). You have 3 options:
  1. Inherit 1/2 of the EXP your previous character had and 100% of his the money.
  2. 3/4 of the EXP. 75% money.
  3. All of the EXP. 50% of the money.

Genjutsus

I'm afraid here we'll have to get technical. Genjutsus have "attack power" and every ninja has an innate "resistance" to genjutsu which usually looks like this:

Attack power = Gen Knowledge + the jutsus base power

Gen Resistance = Gen Knowledge + 1/2Perception

The base power of genjutsus depends on the rank:
-D rank = 0
-C rank = 20
-B rank = 40
-A rank = 60
-S rank = 80

Some genjutsus with a trigger (such as eye contact) can have 10~30 more base power than the above listed. Area or multi-target genjutsus tend to have 10~30 less base power.

But most of the time genjutsus don't have one and they cannot be avoided, but they can be dealt with:
  • A) Injuring the one casting the genjutsu instantly ends it.

  • B) If your gen resistance is equal or greater than the attack power of the genjutsu then the genjutsu fails outright.

  • C) If the difference between your resistance and the genjutsu's attack power is 15 points or less, you can use the "Kai" jutsu do dispel it.

  • D) If the difference between your resistance and the genjutsu's attack power is more than 15 points then it's too late to use "Kai". In this case use option A), or wait for an ally to dispel it for you or wait for the genjutsu's duration to expire. Also note that every round (1 BP = 1 round) you are under a genjutsu, your genjutsu resistance temporarily increases by 1, by 2 if that jutsu has previously been cast on you by the same ninja. If you wait long enough your gen resistance might increase enough to use option B) or C). Once the jutsu is over gen resistance resets back to normal.

  • E) If it's way too dangerous to remain under the genjutsu and wait for its duration to expire or your temporary gen resistance to build up, then as a last resort you can injure yourself in order to temporarily increase your gen resistance. A Light of moderate injury will increase your gen resistance by 10 or 30 respectfully.
NOTE: If the difference between your resistance and the genjutsu's attack power is more than 40 points then you are not aware that you are under a genjutsu thus you can't inflict damage to yourself. Skills that affect the effectiveness of "Kai" also affect this condition by the same amount.

If you have multiple genjutsus on you (from different enemies) then only the one with the highest Gen power affects you. If they are from the same enemy then he chooses which one affects you. A single Kai dispels all genjutsus that would normally fall within the scope of its negating effect.

Shinobi Equipment

FAQ: How much equipment can I carry?

All the items, weapons and protective gear have a "weight" value. How much "weight" a ninja can carry without severally restricting movement depends on his Strength stat. If the total "weight" of his equipment exceeds his Strength stat then he can't perform speed based jutsus, nor is he very nimble. In short, if his fighting tactic isn't stationary (like Gaara), he's pretty much screwed.

There is also the issue of where to put all the equipment and weapons for easy access during battle. Below you will see a table with "slots". Each piece of equipment will have an indication in which slot it can be equipped:
Slot TypeItem's NameItem's Weight
Head Up(something you wear on the forehead, helmet...) (how much this item weights)
Head Middle(something over the eyes, face...).
Head Down(something in or over the mouth...).
Body(Outer clothes, light armor, heavy armor).
Arms/hands(Hand, Arm, Forearm protectors).
Legs/Feet(Shoes, thigh protectors...).
Accessory(Cloaks, Gourds, Sheaths, Pouches...).
Accessory(Cloaks, Gourds, Sheaths, Pouches...).

Accessory(Cloaks, Gourds, Sheaths, Pouches...).
Item Slot(Consumables, projectiles, small items, etc).
Item Slot(Consumables, projectiles, small items, etc).
Item Slot(Consumables, projectiles, small items, etc)(total weight of all items you have equipped)
Unequiped(Items that you have at home).
Some items (like helmets) might take up multiple slots. This is what equipment looks like:

Name: (name of the item)
Type: (melee/range weapon, protective gear, consumable ect...)
Slot: (list which slots it takes up)
Weight: (how much it weights)
Ammo: (some items can be stacked multiple times into 1 slot. write here how many)
Description: (what the items looks like and what does it do)

OOC: I have a pretty extensive list of equipment (126 items altogether). I can post those as well if you like.

List of all the Jutsus and Basic actions so far

If you want a canon jutsu just post a link to it (use ether leafninja.com or naruto.wikia.com), and an admin/mod will covert it to match the system (rank, requirements, BP and stamina cost, and price).

These are all the basic actions you can use in a fight. If you can think of one that isn't on the list but is a common enough and important enough so as to be on the list then inform and admin/mod or open a topic:

Skills

_______________________________________________

FAQ: What are skills?
In addition to Stats, every ninja can also have skills. Skills allow you to truly customize your ninja (such as allowing him to use multiple elements, medic jutsu, puppets, poisons, multiple taijutsu fighting styles ect...). Skills are divided into 3 groups: Free skills and Regular skills and Prestigious skills.

There is no limit to how many free skills a ninja can have, which is why they are so cheap and have such weak effects. Regular skills have much better effects, but a ninja can't have more than 9 of them and Prestigious skills are soooo powerful that a ninja can have only 1 such skill.

Skills can be invented in the same way as custom jutsus and equipment, all it needs is an admin approval.

Forbidden skills usually cost a lot of money and have a steep condition for obtaining them (like getting yourself in the Bingo book, or going missing nin) not to mention they each cause a reputation loss for the village (which is practically a political suicide, 1 of the reasons why ninja villages rarely practice or approve of them), but on the other hand they are very powerful and are considered free (!) skills.

List of all the Clans, Kekke Genkai and Clanless traits

Clanless traits
_______________________________________________

It's a fact that characters with clans (like Nara) or with KGs (like Uchiha, Hyuuga or Aburame) have a big advantage over not so fortunate ninja. In tribute to Ten Ten, Temari, Rock Lee, Kankuro and all the other "average" ninja (and to avoid a site full of one man clans where everyone has a KG) people without clans (KGs) will also gain some kind of benefit. These benefits are called "Clanless traits" and are listed below:

Healer at heart
Medical Ninja are rare. The necessary requirements are high, the training is long and difficult, the stress is unimaginable. Not to mention it's a pain for a village to finance all that. Many who start walking down that road are often forced to turn back. Those that preserve are often no longer qualified to call themselves true ninja because the time consuming medical training had dulled the rest of their combat skills. But every so often, a truly talented ninja comes along who was "born" to be a medic.
Spoiler:
Puppet Master
Ninja that use unique weapons called puppets are simply called puppeteers. Ninja who use puppets to literally leave their opponent dancing at the end of a string are puppet masters. The battle is just another stage for them and the opponents just puppets without strings, who will dance to the music he plays all the same.
Spoiler:
Haptephobia
These ninja dislike "getting physical" so they use long range weapons with pinpoint and deadly accuracy to take down enemies from a distance. They usually rely on their own skills, and the amount of weapons they have, to effectively take out their enemies without even giving them a chance to react.
Spoiler:
Ruthless
Powerful, uncaring, pragmatical. These ninja focus only on their own power and will destroy anything that gets in their way. They don't even care about their own bodies or safety and will recklessly attack stronger opponents, or try to force their way out of unfavorable situations relying only on their raw power. They have no true allies, and their loyalty only goes as far as their self interest.
Spoiler:
Master of Nothing
A master of nothing is someone who has seen and experienced many things in his or her life. They have trained in many ways, yet never found a particular fighting style to suit their needs they modify the way they do things on a regular basis, which makes them unique, unpredictable fighters.
Spoiler:
The Born Loser
Not every person has an easy time when it comes to molding chakra, in fact, some have been crippled in that aspect since birth. People with this disadvantage that want to become ninjas have only 1 option left. Become masters of Taijutsu. Not everyone can pull this off, but those that do possess the will to train their bodies and physical prowess beyond most other ninja. Though they lack the ability to use Genjutsu or Ninjutsu as effectively as most other ninja, they will never be outmatched win it comes to using their own body.
Spoiler:
Weapon Master
Some shinobi prefer weapons more than hand-to-hand combat or the usual shinobi weapons. They stand above the fray, looking more like samurai than ninja, wielding larger weapons than most of their comrades, and overwhelming their foes with their impressive speed, power, and techniques.
Spoiler:
Chakra Monster
Possessing abnormally large amounts of Chakra, some ninja are able to hold out longer and pull out more power when in a battle. These Ninja have much large reserves of this very precious battle resource and barely seem to notice the drain.
Spoiler:
Master of the Elements
Ninja with this ability have practice greatly with the forces of nature, and have came to control their respective element more effectively than most ninja.
Spoiler:
Genius
Geniuses are born with great potential and are usually considered the Elite. People expect more out of those that are considered genius, as they tend to catch on and learn things faster than the average person.
Spoiler:
Illusionist
Illusion is the killer of minds. These Ninja are master of twisting the minds of others through Genjutsu.
Spoiler:
Aristocrat
The aristocracy are people considered to be in the highest social class in a society. Ninja from such noble families or clans tend to enjoy many financial and social benefits unavailable to ordinary ninja.
Spoiler:
NOTE: Clanless ninja who have gained a KG by transplant, or something similar, still retain their Clanless Traits.

CLANS AND KEKKE GENKAI
_______________________________________________

Clans are groups of ninja who've banded together in order to pool their resources and achieve greater success. Based on how old and successful a clan has been, they may have even developed hereditary abilities (Kekke Genkai) or secret jutsus that are unique only to them. Much like how a ninja village is governed (but on a smaller scale), clans can also be improved to grant greater benefits or even unlock special jutsus for its members (the clan budget gets its money from donations from its members, or the village itself). Based on how powerful a clan is, we have divided clans into 3 levels:
Spoiler:
Creating custom clans costs a LOT of money, especially if they are level 2 or 3. Newcomers will not be able to afford it, but they CAN ask for funding from a village (assuming the Kage and village council think it's a good investment).

NOTE: Ninja who have somehow managed to learn secret jutsus from a level 2 clan, or obtained KG's through transplant or something, only get those things and NOT the rest of the benefits from clan improvements from the clan that KG (or jutsu) belongs to.

Once this site is operational we'll have an auction to see which village gets which canon clan right from the start (all the rest will become NPC clans). Until then I will not reveal the structure of each clan.
